Leviticus 26:17
I will turn against you, so that you will be defeated, and those who hate you will rule over you; you will be so terrified that you will run when no one is chasing you.
Leviticus 26:36
"I will make those of you who are in exile so terrified that the sound of a leaf blowing in the wind will make you run. You will run as if you were being pursued in battle, and you will fall when there is no enemy near you.
Leviticus 26:37
You will stumble over one another when no one is chasing you, and you will be unable to fight against any enemy.
Deuteronomy 28:25
"The LORD will give your enemies victory over you. You will attack them from one direction, but you will run from them in all directions, and all the people on earth will be terrified when they see what happens to you.

Numbers 32:1-5

The tribes of Reuben and Gad had a lot of livestock. When they saw how suitable the land of Jazer and Gilead was for cattle,

they went to Moses, Eleazar, and the other leaders of the community and said,

"This region which the LORD has helped the Israelites occupy---the towns of Ataroth, Dibon, Jazer, Nimrah, Heshbon, Elealeh, Sibmah, Nebo, and Beon---is good land for livestock, and we have so much livestock.

Please give us this land as our property, and do not make us cross the Jordan River and settle there."
Numbers 32:33-42

So Moses assigned to the tribes of Gad and Reuben and to half the tribe of Manasseh all the territory of King Sihon of the Amorites and King Og of Bashan, including the towns and the country around them.

The tribe of Gad rebuilt the fortified towns of Dibon, Ataroth, Aroer,

Atroth Shophan, Jazer, Jogbehah,

Beth Nimrah, and Beth Haran.

The tribe of Reuben rebuilt Heshbon, Elealeh, Kiriathaim,

Nebo, Baal Meon (this name was changed), and Sibmah. They gave new names to the towns they rebuilt.

The clan of Machir son of Manasseh invaded the land of Gilead, occupied it, and drove out the Amorites who were there.

So Moses gave Gilead to the clan of Machir, and they lived there.

Jair, of the tribe of Manasseh, attacked and captured some villages and named them "Villages of Jair."

Nobah attacked and captured Kenath and its villages, and he renamed it Nobah, after himself.

"When we took possession of the land, I assigned to the tribes of Reuben and Gad the territory north of the town of Aroer near the Arnon River and part of the hill country of Gilead, along with its towns.

Moses had also given a part of the land to the families of the tribe of Gad as their possession.

Their territory included Jazer and all the cities of Gilead, half the land of Ammon as far as Aroer, which is east of Rabbah;

their land extended from Heshbon to Ramath Mizpeh and Betonim, from Mahanaim to the border of Lodebar.

In the Jordan Valley it included Beth Haram, Bethnimrah, Sukkoth, and Zaphon, the rest of the kingdom of King Sihon of Heshbon. Their western border was the Jordan River as far north as Lake Galilee.

These were the cities and towns given to the families of the tribe of Gad as their possession.

Moses had given a part of the land to the families of half the tribe of Manasseh as their possession.

Their territory extended to Mahanaim and included all of Bashan---the whole kingdom of Og, the king of Bashan, as well as all sixty of the villages of Jair in Bashan.

It included half of Gilead, as well as Ashtaroth and Edrei, the capital cities of Og's kingdom in Bashan. All this was given to half the families descended from Machir son of Manasseh.

"The officers will also say to the men, 'Is there any man here who has lost his nerve and is afraid? If so, he is to go home. Otherwise, he will destroy the morale of the others.'
