Deuteronomy 1:17
You shall not show partiality in judgment; you shall hear the small as well as the great; you shall not be afraid of any man's presence, for the judgment is God's. And any matter that is too hard for you, bring to me, and I will hear it.
Deuteronomy 17:8-11

If a matter arises which is too hard for you to judge, between blood and blood, between dispute and dispute, or between stroke and stroke, matters of controversy within your gates, then you shall arise and go up to the place which Jehovah your God chooses.

And you shall come to the priests, the Levites, and to the judge who is there in those days, and inquire; and they shall declare to you the judgment of the case.

You shall do according to the mouth of the word which they declare to you in that place which Jehovah chooses. And you shall take heed to do according to all that they instruct you.

According to the mouth of the law which they instruct you, according to the judgment which they command you, you shall do; you shall not turn aside to the right hand or to the left from the word which they declare to you.
Deuteronomy 19:15-19

One witness shall not rise up against a man concerning any iniquity or any sin that he sins; at the mouth of two or three witnesses the matter shall be established.

If a false witness rises up against any man to testify against him regarding apostasy,

then both men in the controversy shall stand before Jehovah, before the priests and the judges who hold office in those days.
18
And the judges shall investigate thoroughly, and indeed, if the witness is a false witness, who has testified falsely against his brother,
19
then you shall do to him as he had thought to do to his brother; thus you shall remove the evil from among you.
